Michael J. O'Dell Biography and Profile

mike-odell-150pMr. O’Dell is a Certified Business Continuity Planner (CBCP) with over 28 years of experience in assisting both military and civilian agencies plan for and mitigate risk; specifically with continuity of operations plans and resources planning. Mr. O’Dell is adept at understanding his clients concerns and building consensus among stakeholders to ensure client objectives are met. Because of his extensive background in emergency preparedness, risk planning, operational tempo planning, and quality assurance, Mr. O’Dell can rapidly assess areas where planning is critical provide frameworks for successful implementation and then close the loop by providing assurance that mission readiness is maintained. Mr. O’Dell has worked extensively in critical operational environments and has an in-depth understanding and appreciation for the concerns of both management and the support working force. Mr. O’Dell has extensive experience in presenting formal instruction, developing programs of instruction and training support packages, and in implementing training and domestic preparedness programs.  Mr. O’Dell participated as a Panel Member of the American Association Standing Committee on Law and National Security and Homeland Security Defense Counsel and conducts training workshops for the Homeland Defense Journal.

Director National Continuity Solutions; Sage Management LLC 2008 – present

Mr. O’Dell is responsible for all mission assurance solutions for Federal, state, local and private sector clients for both managed services and products.  Mr. O’Dell is also responsible for establishing key strategic alliances to support Sage continuity business objectives and better provide integrated solutions for our clients.

Director Mission Assurance Center of Excellence; Nortel Government Solutions 2006 – 2008

Mr. Michael O’Dell currently served as the Director Mission Assurance Center of Excellence for Nortel Government Solutions with responsibility to assist and manage all Continuity of Operations – Mission Assurance solutions for the six operating divisions in support of their government clients. 

Deputy Division Manager; Titan Corporation 2002 - 2005

Mr. O’Dell was responsible for management of 85-person division providing COOP and COG support to DoD and Federal Customers. His oversight projects included Office of Naval Intelligence, Director of Naval Intelligence and Health and Human Services COOP Program which included COOP Plans, test, training and exercises for HHS Headquarter, Implementation Plans for assistant secretaries, HHS Regional Field Office COOP Plans and other government agencies.  He conducted numerous COOP Working Groups, training and exercises for HHS Emergency and Non-emergency staff. 

Project Manager Regulatory Safety and Operations; Titan Scan Technologies 2001 - 2002

Mr. O’Dell served as Manager of Regulatory Safety and Operations, Titan Scan Technologies in support of the United States Postal Service, Brentwood Mail Facility Operations Anthrax clean-up operations.  Major duties and responsibilities include writing procedures for packaging mail for processing and QA/QC support. Provide technical and operation support to On-Scene Commander for irradiation of mail. Conducted testing in collaboration with the government for dose delivery and distribution. 

Deputy Director; COBRATF, Center for Domestic Preparedness, Department of Justice 1999  - 2001

Mr. O’Dell served as the Deputy Director for the COBRA Training Facility with responsibility for the execution, control of daily operations and training activities at the Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF), for the Center for Domestic Preparedness (CDP), Office of Justice Programs (OJP), United States Department of Justice.  Major duties and responsibilities: served as principle staff advisor and subject matter expert and provided operational oversight relating to all facets of toxic nerve agent (GB and VX) operations. Mr. O’Dell managed chemical surety procedures, regulatory safety programs, all applicable OSHA and NIOSH requirements. Mr. O’Dell was responsible for development and enforcement of procedures for conducting toxic chemical operations. He was also responsible for the COBRATF physical security plan development and implementation, and was a key member of the Management Review Team and provides management oversight of ISO 9000 certification.

Operations Officer; COBRATF, Center for Domestic Preparedness, Southern Research Institute 1998 - 1999

Mr. O’Dell joined Southern Research Institute in July 1999 as the Operations Manager for the Chemical, Ordnance, Biological, Radiological Training Facility (COBRATF), United States Department of Justice (DoJ), Center for Domestic Preparedness (CDP), Fort McClellan, Alabama.  He immediately established himself in quickly defining long term and objectives and goals critical to the transfer of facilities and functions from the U.S. Army to the Department of Justice.  Project areas initially focused on the Contractor Employee Reliability Program (CERP). He established relations with local law enforcement agencies and Office of Personnel, Department of Justice security representatives in expediting record checks for CERP candidates.  He developed Emergency Action Center (EAC) procedures in support of the Chemical Accident Incident Response Actions (CAIRA) and COBRATF Response Team plans.

Program Manager; Titan Research and Technology, Training and Doctrine Office 1997 - 1998

Mr. O’Dell was a Program Manager for Titan Research and Technology Doctrine office.  He was responsible for daily operation of Titan’s Anniston Office, business development efforts, and exploiting Titan’s Technologies into new business markets. He managed the Total Army Training System (TATS) conversion of the Chemical Officer Advance Course and gained program management experience as the lead manager for the Smoke Employment Training System (SETS).  He was also an essential contributor providing technical support in two major Technical Support Working Group projects, SureBeam Decontamination System, and Site Profiler (AT/FP) decision support tool

NBC Defense Analyst; Logicon Research and Development Associates

While at Logicon Research and Development Associates Mr. O’Dell’s primary responsibility was developing training support packages and presenting instruction in support of the Domestic Preparedness Program.  He authored white paper for the Smoke Institutional Training and secured the contract for Smoke and Obscurant training studies at Fort Leonard Wood Mo.

Senior Simulation Technician/Deputy Task Order Leader; Military Professional Resources Inc  1996 - 1997

Mr. O’Dell spent a year in Bosnia Herzegovina working on an U.S. Department of State program supporting the Dayton Peace Accords. He was responsible for coordinating with the Ministry of Defense, Joint Command and U.S. State Department representatives in the establishment of the first Battle Simulation Center outside of NATO.  He conducted site surveys and monitored the construction of the simulation center.  He supervised fourteen U.S. employees and responsible for the hiring and payroll administration of eight interpreters/translators and drivers.   In addition he developed instructional material and participated in the training of the Federation Army personnel in simulation center operations.  

Simulation Technician; Logicon Technical Services Inc 1994 - 1996

Mr. O’Dell performed as Simulation Technician for Brigade/Battalion Simulation (BBS) and Maneuver Control System (MCS) operations in support of 22 BBS exercises and 32 system demonstrations at the Dragon Warfighter Center, United States Army Chemical School.  He trained 226 chemical officers and NCOs in the operation of BBS and MCS.  He developed Offense and Defense Battle Books.  He is cross-trained in database management and VMS/VAX start-up, shutdown, and trouble shooting.

Disaster Preparedness Advisor; White House Military Office 1988 – 1994

Mr. O’Dell from 1986 to 1993 was responsible for developing, updated, and conducted six programs of instruction on Nuclear, Biological, and Chemical Defense for the White House Military Office.  These programs of instruction supported the U.S. Secret Service, and other non-DOD agencies in support of White House Emergency Operations related to NBC Defense.  He also provided disaster preparedness support, authored and evaluated national level exercises in support of the Executive Branch and Continuity of Government Programs.  He conducted training at the Defense Intelligence College and Central Intelligence Agency. Culminating his accomplishments, he developed chemical and biological sampling procedures for the U.S. Army and intelligence communities.
